A Turkish national needs a visa for the Schengen area. Persons holding a special, service or diplomatic passport are an exception; they do not need a visa and are entitled to stay without a visa in the Schengen countries for a period of time not exceeding 90 days within six months. Anyone who intends to work during this period of time has to apply for a residence permit for an employed person. The Finnish Immigration Service is the decision-making authority in residence permit matters.

In order to improve customer service the Finnish Embassy has commissioned VFS Global Private LTD to operate the Visa Centers of Finland in Ankara and Istanbul. From 29th of September onwards Schengen visa applications to Finland have been submitted at the Visa Centre of Finland. Processing and decisions are still made by the Embassy of Finland.

More Information on applying a visa
A tourist holding a valid visa or residence permit issued by a Schengen state does not need a visa for travelling within the Schengen area. The visa entitles him for a stay in the territory of other Schengen countries for a period of time not exceeding 90 days within six months. National residence permits issued before the entry into force of the Schengen Convention do not allow one to travel in the rest of the Schengen countries.
If you intend to stay in Finland for longer periods (more than 90 days) you will need a residence permit. As a rule, the first residence permit must be applied for from the Finnish Residence Permit Applications Center (VFS) in Ankara or from the Finnish Embassy within the applicant’s native country. The embassy or the permit application Center will provide application forms and further information on the application process. The process itself and the final decision will be given by the Finnish Immigration Service.
The new Visa Centers have made it easier to apply for a visa. An appointment to the Visa Center must be booked and the application must be submitted in person to Finland's Visa Centres in Ankara or in Istanbul.
Even now when the application are submitted at the Visa Centers, the Embassy processes the applications and makes the decisions.
Prior to the appointment the application form has to be completed electronically. When applying the applicant can request that the passport is returned to the desired address in Turkey.
To submit a visa application, the applicant must book an appointment on the Visa Centres’ website http://www.vfsglobal.com/finland/turkey/Schedule_an_Appointment.html or by calling the service number, +90 (212) 373 58 12. Information about processing and service fees is provided at the same time. The applicant must always bring the application in person and must give his or her fingerprints. In general applicants must use the online application form.
For an additional fee, passport photos can be taken or print services can be used at the Visa Centres.
Applications may be submitted from Monday to Friday between 8.30 and 12.00 and between 13.00 and 15.00. Passports can be picked up between 13.00 and 16.00. The service number +90 (212) 373 58 12 will answer questions pertaining to visas from Monday to Friday between 8.30 and 12.00 and between 13.00 and 16.00. The Visa Centre is closed on public holidays.

A Schengen visa for travel to Finland is applied for with an online visa application form available on this website: http://www.vfsglobal.com/finland/turkey/Online_Application_Form.html The application form must be filled in and signed, and the application must be accompanied by one passport-sized photograph. Processing the visa application can start only after the visa fee has been paid. At Visa centers payment can be made in Cash or with debit/credit card.
The printed application form, together with a valid passport and the required additional documents, shall be submitted to the Visa Centre of Finland.
Application forms sent to the Embassy by e-mail or fax will not be processed. An application for a visa must be filled well in advance. Normally, the processing time for a visa application is max.15 days in some exceptional cases it may take several weeks. Applications are processed in their order of arrival, and no information is given half-way through the processing.
Different types of documents are needed for a visa application. Documents are needed to prove the purpose, conditions and duration of the planned stay. In addition to the regulations in the Schengen Convention, these documents are agreed on in local cooperation carried on in matters relating to the Convention, so the requirements vary according to country. Such appendices may include travel ticket reservations, documents on the itinerary, means of transportation, return trip, means of livelihood and funds as well as clarifications related to employment or the educational establishment where the applicant has been admitted.
Applicants may be asked to present additional documents. Incomplete documentation may have a negative bearing on the decision. All documents must be presented in originals or notarized copies. Documents sent by fax cannot be accepted.

Please note the requirements:
The photograph must be less than 6 months old, 47mm high and 36mm wide, taken with a plain light-colored background, in sharp focus and clear. The photo must show the person looking directly at the camera (not profile) with neutral expression (no smiling) and eyes open and visible.
3. A passport (valid)
A passport valid for at least three (3) months following the journey and not older than ten (10) years.
4. Travel insurance
Travel insurance covering the duration of the visa and the Schengen area. The insurance indemnity should be at least EUR 30,000 and should insure you in case of sudden illness or accident (including travel home) and include transportation home in the event of your death.
5. Enclosures (accompanied other documents)
The application form should be accompanied by other documents indicating the purpose, conditions and duration of your visit.
These can include confirmed hotel reservations and a private or official letter of invitation.
The invitation may be written in free-form but must include details of the host organization or individual, and the following information of the invited person: name, date of birth, address, passport number, and purpose and length of visit.
If the visit is a private one, it is worth mentioning the relationship between the host and the guest, for example whether she/he is a friend, spouse or relative. Please note that an invitation is not a guarantee that a visa will be issued.
You need to supply further details in addition to those mentioned above, such as the route of your journey, means of transport, details of your return journey, income, property and details of your employment.
You must have sufficient funds to cover your stay - at least EUR 35 a day.
6. Parental consent for underage children
Underage children require parental consent if they intend to travel unaccompanied by a parent or guardian.
The embassy may also want to interview you to ask about the purpose of your visit.
By signing the application you are responsible for the accuracy of the information you have given. You must sign the form personally. If the form is unsigned or someone else has signed it for you, the application will be denied.
The Visa Centers accept applications from non-Turkish citizens only in case they possess a valid residence permit issued by the Authorities of the Republic of Turkey.
